Year 2004
 
Experienced NGOs and CBOs with expertise and working extensively with and for young people felt a need for a National Alliance to advocate young people’s issues (policy and programmes) at the state, national and international levels. In December 2004, a group of organizations came together to advocate the formation of an Alliance in collaboration with the Ministry of Youth Affairs, Culture and Sports and the Ministry of Health and Family Welfare, Government of India (GOI) to take the initiatives ahead.
 
State Level Consultations
 
Using the bottom up approach, the Alliance is able to create a vibrant network to address the issues of youth. Consultations were initiated at the local level and were followed by a series of state and later a National level consultation.

Over 10,000 young people across 13 states of India, participated in 16 state level consultations. This provided an enabling platform for interactive discussions between various stakeholders from different socio-economic backgrounds. Ample scope and opportunities were provided to young people to express, articulate and analyze their views on various issues which included livelihood and careers, reproductive and sexual health, education and violence.
 
National Level Consultation
 
The Alliance, in collaboration with the Ministry of Youth Affairs and Sports and Ministry of Health and Family Welfare, Government of India (GoI) organized a National Level Consultation between May 21-23 2004 in New Delhi. The objective was to provide an opportunity for interactive discussions on health and development issues of young people to voice their concerns, hopes and aspirations. Around 500 persons from 20 states actively participated at the consultation. The majority of participants were young people.

National and state level consultations were a platform to share the current situation and needs of young people. Various programmes and policies were reviewed and critical suggestions on youth related programmes and policies were forwarded. Dialogues with different ministries and networks for formulating state youth policy in the states of Gujarat, Rajasthan, Bihar and Jharkhand were the outcome of the consultation.

 
International Youth Day
 
Alliance members organized and celebrated International Youth Day at New Delhi on August 12, 2004 with about 300 young people and representatives of GOs/NGOs. Young participants from 12 states along with representatives of the Alliance presented the recommendations of National Consultation held in May 2004 to the Ministry of Youth Affairs and Sports in an effort to establish an interactive dialogue with policy makers.
 
Sharing at International Level
 
The recommendations of the National Consultation were shared at the international level at an international conference organised by the Global Health Council in mid 2004.

Year 2006
 
Sharing Responsibility and Enriching the Process
 
The Population Foundation of India (PFI), New Delhi, which was Secretariat for the Alliance for the first two years, handed over the reins to CHETNA, Ahmedabad in May 2006 for the years 2006-07.
 
Collective Action to Formulate State Youth Policy
 
In 2003 the National Youth Policy released was a milestone. In this policy the adolescents have been recognized as an important group for the first time. Following this, the two core members of the Alliance, CHETNA and PFI took an initiative to draft State Youth Policy of Gujarat, Rajasthan, Bihar and Jharkhand. During May-June 2006 in collaboration with a Department of Sports, Youth and Cultural Activity the state consultations were organized for collective action to formulate state youth policy. The objectives of the consultation were to jointly discuss the issue and the concerns of young people and bring forward the recommendations to develop state specific youth policy.
 
Interactive Dialogue on Voices of Young People
 
The theme of World Population Day 2006 was “Young People” (aged 10 to 24), which was meaningful to share the experiences of state process of formulating State Youth Policy of Gujarat, Rajasthan, Bihar and Jharkhand at the national level to initiate a similar process in other states. It was organized on 11th July 2006 at New Delhi. Over 75 participants remained present in the programme. Young people from different states shared their concerns and needs with the Government representatives, NGOs and media representatives. All the concerned issues were discussed to plan the programmes and policies for the overall development of young people and to reach out to them widely. A special session was organised to discuss strategies needed to reach out to youth for the control of HIV/AIDS.

During the programme, about 25 young people were exposed to media advocacy strategies. The session helped them to develop an understanding of the importance of media in advocating their own concerns and strategies through which media can be involved in listening to them and to take their concerns forward and influence policies and programmes at national level.

Contribution to XI Five-Year Plan
 
Government of India (GoI) is in the process of formulating the XI Five Year plan. In order to forward the recommendations for Adolescents’ Development and Youth Affairs, Ministry of Youth Affairs and Sports formed a working group.

As a part of sub-group and drafting committee, CHETNA on behalf of National Alliance contributed by drafting a paper on ‘Youth Development Perspective’. The working group took into consideration the gender, caste and class and geographical difference of adolescents and young people while formulating the recommendations. The group also recognized the importance of rights based and comprehensive approach to address the concerns of the adolescents. Five schemes have been suggested in the recommendations, which have been forwarded to planning commission for approval are Participation for development, Career counselling, Life useful skills, Regional resource centre for research and Capacity building
